Estonian National Scholarship Programme

Coordinated by the Education and Youth Board (Harno), this is the primary national scholarship for international students in Estonia. It supports outstanding international students studying at the Master’s and PhD levels in all fields. The scholarship is highly competitive and is designed to attract top talent to Estonian universities.

• Admission: You must first be accepted into a full-time Master's or PhD program at an accredited Estonian higher education institution.
• Study Level: Master's and PhD students (Bachelor's students are generally not eligible unless under specific bilateral agreements).
• Academic Excellence: Awards are heavily based on your academic record and motivation.

1. Secure your admission to an Estonian university.
2. Submit the scholarship application via the national electronic application system (usually opens in August/September).
3. Provide your confirmation of admission, a motivation letter, and academic transcripts.
